The commission was established to address and remediate the damages caused by oil exploration in these areas. However, under the leadership of Mr. Charles Orie, the Managing Director of ISOPADEC, the commission has failed to live up to its mandate.

ISOPADEC was designed to use 40% of Imo State’s 13% derivation fund from the federal government to improve the living conditions in Ohaji Egbema and Oguta LGAs. These funds, amounting to billions of naira annually, were intended to address environmental degradation, improve infrastructure, and uplift the communities affected by oil exploration. Unfortunately, these objectives have not been met.

A case in point is the deplorable condition of the Awara Court Area. The roads leading to this area in Ohaji Egbema LGA are practically impassable, riddled with potholes and overgrown with weeds. Residents, especially those born in the last two decades, have never experienced electricity, and schools are in a dilapidated state. Waterborne diseases like cholera are rampant due to the lack of clean water.

During Mr. Charles Orie’s nearly four-year tenure as MD of ISOPADEC, there has been a significant lack of development in these critical areas. Despite numerous attestations to the faithful funding of the commission by His Excellency, Distinguished Senator Hope Uzodinma, the people of Awara Court Area have seen no significant improvements. This neglect raises serious questions about the management and allocation of ISOPADEC’s resources.

Several troubling issues stand out under Mr. Orie’s leadership:

Human Capacity Development:
No individuals from Awara Court Area have been appointed as statutory Special Advisers or Aides to Mr. Orie.

Employment Practices:
Individuals from Awara Court Area, who were previously employed, were dismissed when Mr. Orie assumed office. In recent employment rounds, they were again overlooked in favor of Mr. Orie’s friends, cronies, and concubines (fact check me if in doubt).

Project Allocation:
Major projects, including a twenty-bed hospital valued at over three-billion-naira, road maintenance, solar electrification, and school buildings, have been disproportionately allocated to Umuokanne, Mr. Orie’s home community, which is not an oil-producing area. No similar projects have been undertaken in Awara Court Area, and any initiated projects remain abandoned (fact check me if incorrect).

The inequitable distribution of ISOPADEC’s resources has bred resentment and discord within the LGA, undermining the once peaceful coexistence of these communities. The disparity in development and the preferential treatment of certain areas over others call for a thorough investigation into Mr. Orie’s tenure.

Charles Orie, known for his dubious dealings and wealth accumulation, has recently been implicated in a scheme to manipulate the oil companies operating in the Awarra Court area. Reports suggest that Orie has aligned himself with Dimpka Enyia, a local from Awarra Court, with the intention of making Enyia the Local Government Chairman of Ohaji/Egbema. This move is seen as a strategic ploy by Orie to solidify his control over the area and further his interests with the oil companies.

The oil-producing communities of Ohaji Egbema and Oguta LGAs have long suffered from environmental degradation, lack of infrastructure, and social vices exacerbated by the neglect of ISOPADEC. Despite receiving substantial funding, the commission has failed to deliver meaningful development to these areas.

In particular, the Awara Court Area remains severely underdeveloped. Roads are virtually impassable, schools are in ruins, and residents have never had access to electricity. The area’s neglect has led to widespread health issues, including waterborne diseases such as cholera. By supporting Dimpka Enyia’s bid for the chairmanship of Ohaji/Egbema, Orie aims to control the local government and, by extension, the interactions with oil companies operating in the area. This manipulation threatens to further marginalize the residents of Awarra Court and undermine their recognition and benefits from the oil industry.

The people of Awarra Court must be vigilant and resist falling prey to Orie’s schemes. The need for transparency, accountability, and equitable development in ISOPADEC’s operations is more urgent than ever. The public must demand a thorough investigation into Orie’s tenure and the commission’s activities to ensure that the billions of naira intended for the development of oil-producing areas are used for their rightful purpose.

This situation calls for immediate action from both the state government and civil society to address the injustices and bring about the much-needed development in Ohaji Egbema and Oguta LGAs. Only through collective effort can the voices of the marginalized communities be heard, and their rightful share of resources and development be secured.

The people of Awarra Court area should be cautious of Orie’s maneuvers. Falling for his gimmicks would only risk losing their voice and influence in the dealings of the oil companies operating in their region. It is high time for the community to unite, speak up, and demand the justice and development they deserve.
